I understand your thinking is stuck in time, some people have difficulty updating or adapting to new things.Could, but I would argue it shouldn't. phpBB is forum software and is excellent at that. It should provide the core engine for a forum, and the rest should be optional.
To look at this a different way - imagine phpBB supporting all the social platforms out there. As soon as any of them change anything, phpBB should get a core update? We'd still be on v2.
Over time, PHPBB will have two choices: either it will adapt to what users ask about SEO, or it will gradually be replaced by other more modern forum systems.
