You have this extension: https://github.com/Zoddo/phpbb-postmodelsOnly staff have access to the response template and can use it? I suggest putting it in the quick response block.
It would be interesting to change the groups that have access to the function and which models can be visible to certain groups.
This extension works like the one indicated by Kalley but you can define groups that can use these message templates.
