You can get older versions of phpBB from Souceforge back to phpBB 1.0 , they are under "Older Files" link.
You can just install 3.0.9 however php version of your server software needs to be compatible. AFAIK php 5.3 to 5.6 should be compatible. Older versions of XAMPP with older versions of php can be found on Sourceforge too.I take it you can install 3.0.9 straight away without having to install say v3 and than patch it up to 3.0.9?
