If you are going to be using this for family unless you have hundreds of family members it will be easier to set it to admin activation or disable registration.In any case, what I see in Notifications is "Activation required for deactivated or newly registered user" followed by username, date and time. As the admin, what can I do to fix that and activate the user? How do I do it, assuming it's possible?
If you set it to admin activation make sure to use the Q&A for captcha, you can use question only family members will know.

If it were me I'm going to create one forum with single list of topics. Redirect everyone from index page to that one forum, there might be extension for this. Also note you can set the forum permissions to "No access" for bots and guests if you want to keep it private -OR- you can have two forums, one private and one public.
There is numerous places to find lists you can manually add. The action column will have two icons to edit or delete a word you have already added. Wildcards can be used but just be aware trying to censor *cock will censor petcock which is word used on forum.I expected to find a core list of English words to refuse to display as typed. I didn't find one. Does one exist? Can anyone share there proscribed words list? What do I have to put in the Replacement and Action options for Word Censoring?

Can use BBCode. Same thing with the images, below the submit and preview button should be a tb to add attachments. If none present then it's permission. Go to permissions tab >> Under forum based permissions heading click forum permissions link >> On next page check the box "All forums" and submit. (this will only be one forum at this point unless you have added others).
If there is any groups in the "Add groups" pane they are effectively "No". You can highlight all groups in the "Manage groups" pane and click "Edit permissions" You 'll now have list of all forums and permissions of all groups. Don't use the advance permissions, assign roles to each group, for example if you want it private set guests and bots to "No access". You can edit or create roles as needed.
Quick overview, everyone belongs to registered user group but users can belong to multiple groups. Registered users is for your base permissions you want everyone to have.
No >> Not set here. This is overridden by other group a user belongs set to yes.

Never >> Always never and overrides NO. Typically used for newly registered user group to remove yes permissions granted to registered user group.
