Not that I could help with that or give you any advise, But...
Out of curiosity I went to my localhost and cleared the cache and the page still loaded quick for me.
Alltho when I had an issue with my localhost, I did uninstall xammp and did a fresh xammp install, and a fresh install of phpbb also.
